Hudson County Prosecutor Esther Suarez announced today that a Jersey City man has been charged in connection to last week’s death of a man found on Neptune Avenue in Jersey City.

On Monday, July 28, 2025, members of the Hudson County Prosecutor’s Office Homicide Unit arrested 35-year old Scott Bradley, charging him with one count of murder, a crime of the first degree.   Bradley was arrested in the area of Randolph and Claremont Avenues and transported to the Hudson County Correctional Facility in Kearny pending his first court appearance.

Suarez says that the Jersey City Police Department was notified of an injured person in the area of Neptune and Garfield Avenues shortly after 9 a.m. on Friday, July 25th. According to a press release from the Prosecutor’s Office, “Responding officers located an unresponsive male, later identified as Joey Richburg, 56, of Jersey City. He was transported to Jersey City Medical Center where he was pronounced dead at approximately 9:42 a.m. The Regional Medical Examiner’s Office determined the Cause of Death to be Blunt Force Injury to the Head and the Manner of Death to be Homicide.”

Prosecutor Suarez says the charge against Bradley is merely an accusation and the defendant is presumed innocent until proven guilty.
