Lawsuit: Union City Daycare should be a public entity that responds to OPRA requests. Former Union City Deputy Chief Joe Blaettler, a frequent critic of Mayor Brian Stack, is suing the Union City Daycare in hopes of a judge declaring them a public entity that must answer any and all Open Public Records Act (OPRA) requests.
