Complaints of juveniles drinking and damaging school and private cars near the 600 block of 21st Street in Union City led to what sounded like a gunshot.
An officer assigned to the gang suppression unit in that area saw two males walking toward West Street when one pulled out what looked like a silver object from his pants.
The object hit the ground where Martin Guarneros, 22, of West New York was standing behind one of the cars. The other male fled.
A local resident pointed to an object where the other person had been hiding.
Officers located a small silver handgun with a white handle and found an unspent shell, which appeared to have jammed the weapon.
An unspent small caliber round was also found on Guarneros.
He was charged with unlawful possession of weapons.
