4 Arrests, Including Correctional Officer, Following Drug Investigation At Hudson County Jail

Four people, including a Hudson County Correctional Police Officer, have been arrested following a narcotics investigation at the Hudson County Correctional Facility.

According to Acting Hudson County Prosecutor Wayne Mello, the Internal Affairs Unit has arrested 33-year old Marquis Santiago, a Correctional Police Officer, and Francisco Salcedo, age 44 of Jersey City, an inmate at the jail.  They are charged with three counts of Distributing (K2), crimes of the third degree, and Conspiracy to Distribute (K2), a crime of the third degree.  A second inmate, 38-year old Israel Rosado of Newark, is charged with one count of Possession (K2), a crime of the third degree.  Santiago was arrested at the Hudson County Prosecutor’s Office in Jersey City on Tuesday, October 14, 2025, and released pending his first court appearance.  Salcedo and Rosado were processed on summons complaints at the Hudson County Correctional Facility on Tuesday, October 14, 2025.

31-year old Alvin DeLeon of Bayonne has been charged with Conspiracy to Distribute (K2), a crime of the third degree.  He was arrested at the Hudson County Prosecutor’s Office in Jersey City on Thursday, October 16, 2025, and released pending his first court appearance.

A press release from the Prosecutor’s Office says, “The investigation found that on various dates between January 8, 2025, and April 7, 2025, Santiago provided Salcedo with K2 inside the Hudson County Correctional Facility.  Salcedo then distributed K2 throughout the facility, including to Rosado.  DeLeon assisted in the distribution process.”

“The Hudson County Department of Corrections is committed to the core values of safety and rehabilitation,” said Hudson County Department of Corrections Director Becky Scott. “Our employees are held to a high standard in order to protect the integrity of this facility, and I thank the Hudson County Prosecutor’s Office Internal Affairs Unit and the Hudson County Department of Corrections Internal Affairs Unit and Intelligence Bureau for their diligence in this investigation.”

Acting Prosecutor Mello credited the Hudson County Prosecutor’s Office Internal Affairs Unit and the Hudson County Department of Corrections Internal Affairs Unit and Intelligence Bureau with the investigation and arrests.

All of the charges are merely accusations and the defendants are presumed innocent until proven guilty.
