Hudson County commissioners will discuss a $25.6 million, 7-year computer contract with Hindsight, Inc.

Status as of Tuesday morning/midday, Oct. 6, 2026: Hudson County’s Board of County Commissioners has a proposed competitive-contract award with Hindsight, Inc. on today’s caucus (discussion) agenda — not a completed vote. The board’s regular meeting, when formal votes usually happen, is set for Thursday, Oct. 8, 2026, at 4:30 p.m. That meeting has not happened yet, and no outcome is recorded as of this writing.

The one-line caucus agenda entry asks the board to approve a competitive contract with Hindsight, Inc. for the operation, management, and administration of the county’s management information systems and related telecommunication services — $25,593,480.20. Details beyond that line come from the county’s resolutions packet posted with the agenda: a fact sheet and a draft award resolution (Caucus Meeting packet, Oct. 6, 2026).

According to the fact sheet and draft resolution, the proposed term is seven years, from Oct. 28, 2026, to Oct. 27, 2033. The county says it used a fair and open competitive contracting process under New Jersey’s Local Public Contracts Law (N.J.S.A. 40A:11-4.1). Under that statute, the county may award a competitive contract after evaluating proposals — including when only one responsive proposal is received. That process is not the same as a no-bid emergency contract.

The fact sheet states the county “received one responsive proposal from Hindsight, Inc.” An evaluation committee reviewed and scored that proposal and recommended the award. The fact sheet also says Hindsight “has been providing these services to the County for a number of years and their services have been satisfactory.” The draft resolution says the single proposal was received on July 10, 2026, after a request for proposals was advertised.

Year-by-year prices in the draft resolution are:

  • Year 1: $2,833,237.04
  • Year 2: $3,116,560.75
  • Year 3: $3,428,216.82
  • Year 4: $3,771,038.51
  • Years 5–7: $4,148,142.36 each

Grand total: $25,593,480.20. The draft resolution says the chief financial officer certified funds for the first two months; continuation in later years depends on future budget appropriations.

Comparison to the 2021 award

On Oct. 14, 2021, the board approved a competitive contract with Hindsight, Inc. for the same category of work at $11,659,334.00, according to that day’s regular meeting agenda. The proposed new total of about $25.6 million is more than double that 2021 award amount. The agenda packets do not attach a side-by-side scope comparison, so services and staffing under the old and new deals may not be identical. The 2021 agenda line, like today’s, also did not spell out the prior term length on its face.

What the packet does not show

The caucus agenda line and the attached fact sheet / draft resolution describe the job as running and administering the county’s management information systems and related telecommunications. They do not attach a public scoring sheet, an uptime standard, a cybersecurity requirement, or a headcount for the work. Those are fair open questions about what is in the full contract file — not findings that the proposal is wasteful. The draft resolution says a scoring report prepared by county legal counsel was made available to the public under state law, but that report is not attached to the image-only resolution pages posted with the agenda.

Vote timing, livestream, and how to speak

Today’s session is the board’s discussion (caucus) meeting. The county’s meetings page says members of the public may view regular meetings live on the Hudson County Commissioners YouTube channel; it does not promise a livestream for discussion meetings. A vote on this item would typically come at the Thursday, Oct. 8, 2026, 4:30 p.m. regular meeting — but as of this writing the Oct. 8 regular agenda is not yet posted, so placement on that agenda is expected only once it appears.

Law asks the board to authorize competitive contracting to solicit proposals for development, financing, construction, operation, and maintenance of a county microgrid under an Energy Savings Agreement. No dollar figure or vendor is listed — this is a process step to start seeking proposals.

Roads and Public Property asks the board to award Neglia Engineering of Lyndhurst a fair-and-open design contract of $499,120.00 for concept development and design of improvements to the Newark/Jersey City Turnpike in Kearny, for an 18-month term. Four firms submitted cost proposals; Neglia was recommended.

Open questions

  • Why did only one company submit a responsive proposal?
  • What does the evaluation committee’s scoring report say about price and service quality?
  • How does the new seven-year price compare, year by year, with the 2021 Hindsight, Inc. award — and do the scopes match?
  • What staffing levels, uptime standards, and cybersecurity requirements are in the contract file (none of those appear attached to the agenda line)?
