                                                                                                                          CLIFTON POLICE OFFICER ARRESTED FOR AGGRAVATED SEXUAL ASSAULT OF CHILD

PATERSON, NEW JERSEY: June 4, 2021 Passaic County Prosecutor Camelia M. Valdes and Clifton Police Chief Tom Rinaldi announce the arrest of Clifton Police Department Officer Frank Castro-Ramirez, 39-years-old, from Clifton, New Jersey. Mr. Castro-Ramirez was arrested without incident on June 3, 2021, after an investigation conducted by the Passaic County Prosecutor’s Office Special Victims Unit. Mr. Castro-Ramirez is charged with two counts of first degree Aggravated Sexual Assault, in violation of N.J.S.A. 2C:14-2a(2)(c), two counts of second degree Sexual Assault, in violation of N.J.S.A. 2C:14-2c(1), two counts of second degree Endangering the Welfare of a Child, in violation of N.J.S.A. 2C:24-4a(1), and one count of third degree Aggravated Criminal Sexual Contact, in violation of N.J.S.A. 2C:14-3a.

On May 28, 2021, the Clifton Police Department contacted the Passaic County Prosecutor’s Office on a report of a child being sexually abused. Thereafter, Prosecutor’s Office Detectives interviewed the victim and multiple witnesses. The victim reported being sexually abused by Mr. CastroRamirez on numerous occasions at the child’s home in Clifton between May 2019 and April 2021.

The sentencing exposure on first degree Aggravated Sexual Assault is ten to twenty years in New Jersey State Prison with 85% of the term to be served before parole eligibility pursuant to the No Early Release Act; on second degree Sexual Assault it is five to ten years in New Jersey State Prison with 85% of the term to be served before parole eligibility pursuant to the No Early Release Act; on second degree Endangering the Welfare of a Child it is five to ten years in New Jersey State Prison; and on third degree Aggravated Criminal Sexual Contact it is three to five years in New Jersey State Prison.

If convicted, Mr. Castro-Ramirez is subject to Parole Supervision for Life and Megan’s Law registration requirements. The Passaic County Prosecutor’s Office has filed a motion for the pretrial detention of the defendant which will be heard on Tuesday, June 8, 2021, before the Hon. Marybel Ramirez, J.S.C. A criminal complaint is merely an accusation. Despite this accusation, defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt.
