JERSEY CITY — Wednesday’s public hearing on the Exchange Place Alliance special improvement district budget is off.
At Monday’s council caucus (Oct. 5), the administration said it is pulling the hearing and the two related resolutions — the 2026-2027 assessment roll and the FY2026-2027 budget — “because there is a legal defect in them.”
“There has been a legal development in recent months that has changed the permissible boundaries of that SID, and the resolutions on the agenda tonight improperly include some properties,” the speaker said, adding the items should return “on an agenda very soon.” Later in the caucus the clerk confirmed: “Agenda items 10.17 and 10.18 will be withdrawn.”
Why it matters: property owners inside the district pay an extra assessment collected with their regular tax bills. The posted resolution ratified a budget “in the total amount of $6,957,000” for July 1, 2026–June 30, 2027; the attached table lists a $7,000,000 SID assessment.
The administration did not say at the caucus which properties were wrongly included or what legal development changed the boundaries.
