The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the 5-acre Northwest Resiliency Park, Citi Bike expansion, flood infrastructure upgrades, lawn maintenance in parks, and utility maintenance by PSEG and SUEZ. Rebuild by Design Hudson River Project – Sewer System Modification (SSM)

The New Jersey Department of Environmental Protection (DEP) is beginning the construction phase for the Rebuild By Design Hudson River Project – Sewer System Modifications (SSM). The following is an anticipated work schedule for the upcoming two weeks. Schedules may change due to unforeseen weather conditions.  Field work will be continuing the week of June 14th and will involve saw cutting of the roadway, setting manholes, and installing catchbasins and pipe runs for the stormwater management system.

The project team will be engaging in the following activities this week:

Project Background:

The Rebuild By Design – Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge. This portion of construction addresses the separation of stormwater structures from the combined sewer system outside of the Resist structure.

Construction is planned to begin in May on the South Work Area of the Rebuild By Design Hudson River Project – Sewer System Modifications Project. Construction in the North Work Area is planned to begin in October 2021.  This project will consist of a new storm sewer system, with portions of the existing NHSA combined sewer inlets set to be disconnected and manholes to be sealed and lined. Separation of the stormwater system in the exterior areas will prevent tidal surge backflow into the combined system that could cause flooding on the interior side of the line of protection created by the Resist Structure, once constructed. Stormwater collected in the SSM separated area will gravity flow into the Hudson River.

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild By Design Hudson River Project.

City of Hoboken – NJDOT Municipal Aid FY 2019 Roadway Improvements Project

The project will include milling and paving, high-visibility crosswalks, upgraded ADA ramps, drainage improvements, and pedestrian safety improvements along 4^th Street, 8^th Street, 15^th Street, Marshall Street.  This project is funded by a grant from the New Jersey Department of Transportation (NJDOT).  The following construction activities and traffic management are anticipated this week starting on Monday June 14, 2021 to Friday June 18, 2021 between the hours of 8:00am and 6:00pm.

The following construction activities are scheduled for this week:

4^th Street between Grand Street and Garden St:

Work Activities

Northwest Resiliency Park

Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities this week between 8:00am and 4:00pm, subject to weather conditions:

• Construir una pared de escalada

• Instale conductos eléctricos y mangas de riego a lo largo de la calle Jefferson.

The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget.

North Hudson Sewerage Authority projects to mitigate flooding events in Northwest Hoboken, reduce Combined Sewer Overflows (CSOs)

To reduce Combined Sewer Overflows (CSOs) into the Hudson River and mitigate flooding events in Northwest Hoboken, the North Hudson Sewerage Authority (NHSA), in partnership with the City of Hoboken, is constructing a pumping station and a two-story electrical and mechanical building on the Northwest Resiliency Park (NWRP) site. This, along with associated sewer infrastructure in and around the site, is designed to reduce CSO events in the H6/H7 sewershed in Northwest Hoboken. The project also includes the installation of two advanced hydrodynamic separators, an inlet gravity sewer connection and a portion of a stormwater discharge force main connection to the limits of the resiliency park site.

In addition, NHSA will also build a stormwater collection gravity trunk sewer pipeline and appurtenances along 13th Street from Adams Street to Madison Street, and a stormwater force main sewer pipeline and appurtenances along a portion of 13th street from Jefferson Street to Adams Street. Outside of the Northwest Resiliency Park site, the work will include excavation and demolition of existing pipe and structures; and installation of piles and new sewer pipe and precast structures in the roadway of 13th Street between Adams Street and Madison Street.

The following construction activities and traffic management are anticipated this week between 8:00am and 4:30pm.

Work Activities

• Continúe excavando fosas de prueba, cortando vías de sierra y colocando asfalto temporal a lo largo de la calle 13 entre Adams Street y Madison Street, en las intersecciones de la calle 13, y Madison Street y en la intersección de Adams Street y la calle 13, para futuros alcantarillados de aguas pluviales y de gravedad.
• Continúa la instalación de pilas helicoides en la calle 13 entre la calle Madison y la calle Adams, en la calle Madison en la intersección de la calle 13 y en la calle Adams en la intersección con la calle 13.

Traffic Management

• Cierre de la calle 13 entre la calle Jefferson y la calle Madison.
• Los cierres periódicos de la calle 13 entre la calle Adams y la calle Jefferson continuarán durante el día entre las 8:00 am y las 4:30 pm.
• Cuando la calle 13 entre la calle Adams y la calle Jefferson esté abierta, el tráfico será permitido por la calle 13 pero tendrá que dar una vuelta a la derecha hacia Jefferson.
• El cierre no afectará a las intersecciones de Adams Street y Madison Street con la calle 13 durante la noche.
• Los cierres periódicos de las intersecciones de la calle 13 y la calle Adams continuarán durante el día entre las 8:00 am y las 4:30 pm.
• Cambios periódicos de carril y/o cierres de carril en la calle Madison en la intersección de la calle 13. La policía de Hoboken ayudará con el flujo de tráfico en esta intersección para cualquier cierre de carril.
• No se permitirá estacionar en esta zona durante el cierre.

Southwest Park Expansion (Block 10)

The City of Hoboken is constructing the Pop-up Park at Block 10. The contractor will undertake the following activities this week between 8:00am and 4:00pm, subject to weather conditions:

Lawn Maintenance in Parks

The City of Hoboken is implementing an organic lawn care program at Church Square Park and  Elysian Park, in partnership with the Friends of Elysian Park and Friends of Church Square Park. The focus is on improving lawns by building soil health and increasing coverage of resilient grass species. Newly seeded lawn areas at Church Square Park and Elysian Park will remain fenced off for several weeks while the seed mix germinates and new grass begins to grow. Please obey park signage to stay out of newly seeded lawn areas.

Citi Bike Expansion

As of June 11, 21 Citi Bike docking stations have been installed and are active in Hoboken. You can check the citywide installation progress here.

On Friday, June 18, Lyft will install a Citi Bike docking station on Bloomfield Street south of the intersection with 3rd Street. From 7 AM – 4 PM, parking will be prohibited on both sides of Bloomfield Street between 216/219 Bloomfield Street and the 3rd Street intersection.
