Quality of Life Upgrades: Rebuild by Design Construction, Sewer Upgrades & Flood Mitigation Projects

The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the $230 million Rebuild by Design resiliency project and sewer upgrades, repaving of Willow Avenue, progress on the 5-acre Northwest Resiliency Park, flood mitigation projects in Northwest Hoboken, and PSE&G sub-station upgrades to create a more reliable electrical distribution system.

Rebuild by Design Hudson River Project – sewer system upgrades

The New Jersey Department of Environmental Protection (DEP) is beginning the construction phase for the Rebuild By Design Hudson River Project – Sewer System Modifications (SSM). The resilient infrastructure project, made possible by over $230 million in Superstorm Sandy recovery funding from the U.S. Department of Housing and Urban Development, has been in the planning stages for several years and will help protect Hoboken from storm surge flooding and rising sea-level threats.

The following is an anticipated work schedule for the upcoming two weeks. Schedules may change due to unforeseen weather conditions. Field work will be starting the week of May 10^th and will be focused on test pits to identify existing utilities.

The project team will be engaging in the following activities this week, related to sewer system upgrades:

• Movilizar y continuar con las pruebas de agujero para confirmar las ubicaciones de las utilidades existentes en toda la zona de trabajo del Sur
• Las ubicaciones de las boxes de prueba para la semana continuarán en los siguientes lugares: Hudson ^st entre Observer Hwy y Newark St; Hudson Pl entre Hudson St y River St; la intersección de Hudson St y Newarks St; y las intersecciones de River St con Newark Street, 1st St, y 2^nd St.

Project Background:

The Rebuild By Design – Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from major storm surge and high tide as well as interconnected infrastructure to store and control stormwater runoff. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge, to manage storm surge. This portion of construction addresses the separation of stormwater structures from the combined sewer system outside of the Resist structure.

Construction in the North Work Area is planned to begin in October 2021.  This project will consist of a new storm sewer system, with portions of the existing NHSA combined sewer inlets set to be disconnected and manholes to be sealed and lined. Separation of the stormwater system in the exterior areas will prevent tidal surge backflow into the combined system that could cause flooding on the interior side of the line of protection created by the Resist flood protection measure, once constructed. Stormwater collected in the SSM separated area will gravity flow into the Hudson River.

Rebuild by Design Hudson River Project – “Resist” flood protection

The project team will be drilling multiple subsurface utility exploration borings using a standard technique in order to confirm locations of existing utilities and further the design of the Resist Structure as part of Hoboken and the New Jersey Department of Environmental Protection’s RBDH project.

All activities have been coordinated with Hoboken Police and Government in an effort to minimize impacts to the local community.

The following activities are scheduled to take place this week:

Northwest Resiliency Park

Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities this week between 8:00am and 4:00pm, subject to weather conditions:

The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget.

North Hudson Sewerage Authority projects to mitigate flooding events in Northwest Hoboken, reduce Combined Sewer Overflows (CSOs)

To reduce Combined Sewer Overflows (CSOs) into the Hudson River and mitigate flooding events in Northwest Hoboken, the North Hudson Sewerage Authority (NHSA), in partnership with the City of Hoboken, is constructing a pumping station and a two-story electrical and mechanical building on the Northwest Resiliency Park (NWRP) site. This, along with associated sewer infrastructure in and around the site, is designed to reduce CSO events in the H6/H7 sewershed in Northwest Hoboken. The project also includes the installation of two advanced hydrodynamic separators, an inlet gravity sewer connection and a portion of a stormwater discharge force main connection to the limits of the resiliency park site.

In addition, NHSA will also build a stormwater collection gravity trunk sewer pipeline and appurtenances along 13th Street from Adams Street to Madison Street, and a stormwater force main sewer pipeline and appurtenances along a portion of 13th street from Jefferson Street to Adams Street. Outside of the Northwest Resiliency Park site, the work will include excavation and demolition of existing pipe and structures; and installation of piles and new sewer pipe and precast structures in the roadway of 13th Street between Adams Street and Madison Street.

The following construction activities and traffic management are anticipated this week between 8:00am and 4:30pm.

Work Activities

• Continúe excavando fosas de prueba, cortando vías de sierra y colocando asfalto temporal a lo largo de la calle 13 entre Adams Street y Madison Street, en las intersecciones de la calle 13, y Madison Street y en la intersección de Adams Street y la calle 13, para futuros alcantarillados de aguas pluviales y de gravedad.

Traffic Management

PSEG Madison Street Substation Project

The PSE&G Madison Street Substation Project is a multi-million dollar capital improvement that will upgrade the electric distribution system to make it more reliable and resilient in the wake of severe weather. This work includes constructing a new, elevated substation featuring state-of-the-art, 69,000-volt (69kV) gas insulated switchgear to serve and benefit Hoboken businesses and residents.

For 4-6 weeks as of April 5, there will be 24hr No Parking on both sides of Monroe Street between 11th Street and 12th Street, shifting the travel lane to west side of the street. A southbound travel lane will be maintained, and construction traffic is being directed to travel to the site via 15th Street and Madison Street.
