Hoboken Updates Community On Numerous Quality Of Life Projects

The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the 5-acre Northwest Resiliency Park, flood infrastructure improvements, Rebuild by Design, Citi Bike installations, and Stevens Park spray area upgrades. Schedules may change pending weather conditions.

Rebuild by Design Hudson River Project – Sewer System Modification (SSM)

The New Jersey Department of Environmental Protection (DEP) is beginning the construction phase for the Rebuild By Design Hudson River Project – Sewer System Modifications (SSM). The following is an anticipated work schedule for the upcoming week. Schedules may change due to unforeseen weather conditions.  Field work will be continuing the week of June 21st and will involve saw cutting of the roadway, setting manholes, and installing catch basins and pipe runs for the stormwater management system.

The project team will be engaging in the following activities this week:

• Continue installation of catch basins, manholes, and laying pipe runs in the South Work Area. General locations for this work are as follows:

• 6/21: River St. between Newark St. and Hudson Pl.
• 6/22-6/25: Hudson Pl. between River St. and Hudson St.

• This work will take place during the daytime between during the following hours:

• Monday (6/21) thru Friday (6/25): 7:00am – 6:00pm.

• Construction activities on Monday (6/21) thru Friday (6/25) will require the following modifications to traffic flow in the area:

• Partial closure of Hudson Place from 7:00am-9:00am with NJ Transit vehicles still able to move through. HPD and NJ Transit officers will be on-site to facilitate and direct traffic as necessary.
• Full closure of Hudson Place from River St. to Hudson St. from 9:00am – 6:00pm.

• This closure will necessitate a detour beginning at Observer Hwy. and Washington St.
• All eastbound traffic travelling on Observer Hwy. will be directed to make a left-hand turn northbound on Washington St. to proceed on their route. Local access for buses and taxis to the NJ Transit terminal will be facilitated by HPD.

Construction is planned to begin in May on the South Work Area of the Rebuild By Design Hudson River Project – Sewer System Modifications Project. Construction in the North Work Area is planned to begin in October 2021.  This project will consist of a new storm sewer system, with portions of the existing NHSA combined sewer inlets set to be disconnected and manholes to be sealed and lined. Separation of the stormwater system in the exterior areas will prevent tidal surge backflow into the combined system that could cause flooding on the interior side of the line of protection created by the Resist Structure, once constructed. Stormwater collected in the SSM separated area will gravity flow into the Hudson River.

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild By Design Hudson River Project.

Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park.

North Hudson Sewerage Authority projects to mitigate flooding events in Northwest Hoboken, reduce Combined Sewer Overflows (CSOs)

To reduce Combined Sewer Overflows (CSOs) into the Hudson River and mitigate flooding events in Northwest Hoboken, the North Hudson Sewerage Authority (NHSA), in partnership with the City of Hoboken, is constructing a pumping station and a two-story electrical and mechanical building on the Northwest Resiliency Park (NWRP) site. This, along with associated sewer infrastructure in and around the site, is designed to reduce CSO events in the H6/H7 sewershed in Northwest Hoboken. The project also includes the installation of two advanced hydrodynamic separators, an inlet gravity sewer connection and a portion of a stormwater discharge force main connection to the limits of the resiliency park site.

In addition, NHSA will also build a stormwater collection gravity trunk sewer pipeline and appurtenances along 13th Street from Adams Street to Madison Street, and a stormwater force main sewer pipeline and appurtenances along a portion of 13th street from Jefferson Street to Adams Street. Outside of the Northwest Resiliency Park site, the work will include excavation and demolition of existing pipe and structures; and installation of piles and new sewer pipe and precast structures in the roadway of 13th Street between Adams Street and Madison Street.

The following construction activities and traffic management are anticipated this week between 8:00am and 4:30pm.

Work Activities

• Continue excavation of test pits, sawcutting of roadway, and placement of temporary asphalt along 13th Street between Adams Street and Madison Street, at the intersections of 13th Street and Madison Street, and at the intersection of Adams Street and 13th Street for future stormwater forcemain and gravity sewer.

• Continue installation of helical piles on 13th Street between Madison Street and Adams Street, on Madison Street at the intersection of 13th Street, and on Adams Street at the intersection with 13th Street.
• Continue excavation for manhole structures on 13th Street between Madison Street and Adams Street, on Madison Street at the intersection of 13th Street, and on Adams Street at the intersection with 13th Street.
• Micropile installation work is planned to continue this week for the pretreatment and pump station areas.
• Continue construction dewatering and operation of treatment facilities located within the parking lot at the intersection of 13th Street and Jefferson Street.

Traffic Management

• Closure of 13th Street between Jefferson Street and Madison Street.
• Periodic closures of 13th Street between Adams Street and Jefferson Street will continue during the day between the hours of 8:00am and 4:30pm.
• When 13th Street between Adams Street and Jefferson Street is open, traffic will be allowed down 13th Street but will have to make a right turn onto Jefferson.
• The closure will not impact the Adams Street and Madison Street intersections with 13th Street at night.

• Periodic closures of 13th Street and Adams Street intersections during the day between the hours of 8:00am and 4:30pm will continue.
• Periodic lane shifts and/or lane closures on Madison Street at the 13th Street intersection.  Hoboken Police will assist with traffic flow at this intersection for any lane closures.
• No parking will be permitted within this area during closures.

Although 13th Street will be closed for overnight periods, there will be no work performed beyond the normal working hours of 8:00am – 4:30pm.

• Pedestrian traffic will not be allowed along the closed portion of 13th Street during working hours; however, JFC will provide for safe pedestrian traffic when the work is shut down for the overnight.

Southwest Park Expansion (Block 10)

The City of Hoboken is constructing the Pop-up Park at Block 10. The City and its contractors will undertake the following activities this week between 8:00am and 4:00pm, subject to weather conditions: installation of playground safety surface, pruning hedges, and striping courts. More information about the Southwest Park Expansion and Pop-up Park is available at https://www.hobokennj.gov/resources/southwest-park

Stevens Park Spray Area

The City of Hoboken is improving the spray area at Stevens Park. Upgrades will include the installation of new splash pad features, underground drainage system, and refurbishing/relocating the concrete sculptures from the splash pad to a location nearby in Stevens Park. The spray area will remain closed through Friday July 2, 2021.

Citi Bike Expansion

As of June 25, 22 Citi Bike docking stations have been installed and are active in Hoboken. You can check the citywide installation progress here. A docking station on Willow Avenue at 12th Street will be installed on Friday, July 2. To facilitate the installation of the docking station, on July 2, between 7:00am and 4:00pm, parking will be prohibited on the west side of Willow Avenue between 12th Street and the NJ Transit bus stop just south of the intersection with 13th Street.
