Hoboken Resident Demands Bond Clarity: 'Millions of Dollars and the Public Deserves Answers'

Hoboken resident Manuel Rivera Solera took the mic at Wednesday’s City Council meeting to challenge the timing and transparency of the $11.2 million capital bond ordinance, warning that taxpayers deserve straight answers before taking on new debt in a tight 2026-2027 budget cycle.

Rivera Questions Necessity

“It’s not $2,000, it’s millions of dollars and the members of the public would like to know what is it that you’re requiring? What is it that is so intensely important that needs to be bonded at this moment in time,” Rivera said. He pressed council to explain why projects cannot wait and what the ultimate cost to taxpayers will be.

“When we are asking residents to support millions of dollars in additional obligations, I believe that the public deserves to have clarity, clear understanding, and what we are buying, what we are investing in, and why we need to do it at this point.”

Council Defends Projects

Officials pointed to a three-page memo in the agenda packet detailing the spending. The largest share targets transportation and roadway improvements, including Castle Point Terrace, 13th and 3rd Street, and Adams Street. Other items cover public safety equipment, public works vehicles, facilities upgrades such as HVAC at the multi-service center, and IT improvements. Most replace equipment at or beyond its useful life.

Council confirmed all purchases are outright ownership with no leases involved. The bond later passed 7-2.
