Yesterday, members of the Hudson County Regional Collision Investigation Unit arrested 25-year-old Arley Ulloa of Bayonne in connection with a fatal hit-and-run that occurred in Jersey City on Sunday, March 5, 2023. According to Hudson County Prosecutor Esther Suarez, Ulloa is charged with one count of knowingly leaving the scene of a motor vehicle collision resulting in death, a crime of the second degree.
Suarez says Ulloa was arrested at the Hudson County Prosecutor’s Office in Secaucus on Monday and released pending his first court appearance, which is tentatively scheduled for Tuesday, May 30, 2023.
According to the prosecutor, at approximately 12:31 a.m., the Jersey City Police Department was notified that a pedestrian had been struck in the area of Stegman and Garfield Avenues. When police arrived they located a male victim – later identified as a 55-year old Ralph Haynes of Jersey City – with life-threatening injuries. The striking vehicle did not remain at the scene.
Haynes was transported by Emergency Medical Services to the Jersey City Medical Center, where he was pronounced dead at 3:38 p.m.
Prosecutor Suarez credited the Hudson County Regional Collision Investigation Unit and the Jersey City Police Department with the investigation and arrest. The above charges are merely accusations, and the defendant is presumed innocent until proven guilty.
