The Bayonne Police Department recently held a promotional ceremony for 17 supervisory positions. The promotions consisted of three new captains, eight new lieutenants, and six new sergeants and represents one of the largest promotional lists in recent memory for the department.
The new captains are Franco Amato, Michael Kubert, Jr., and Andrew Quinn.
The new lieutenants are Joseph Styles, Daniel Murphy, Drew Raslowsky, Timothy Calabrese, Sean McCarry, Doaa Salama, Anthony Pelliccio, and Matthew May.

Listed below are biographies of all of the officers:
Captain Franco Amato was appointed to the Bayonne Police Department in 1999. He is a graduate of Marist High School and continued his education at Seton Hall University, where he earned a Bachelor of Science degree in Biology/Pre-Med. Captain Amato has served in the Patrol Division, the Traffic Unit, and the Administrative Division. He is the recipient of one Valor Award, four Commendations, and three Excellent Police Service Awards.
Captain Michael Kubert, Jr. was appointed to the Bayonne Police Department in 1998. He is a graduate of Bayonne High School. During his time with the Bayonne Police Department, his assignments have included the Patrol Division, the Detective Bureau, and the Traffic Unit. He also serves as President of the Superior Officers’ Association. He is the recipient of ten Excellent Police Service Awards, three Commendations, two Meritorious Police Service Awards, and one Valor Award. Captain Kubert has also been honored with both a New Jersey Patrolmen’s Benevolent Association and Hudson County 200 Club Valor Award for bravery in the line of duty. He has been recognized by both the Bayonne Police Emerald Society and Bayonne Knights of Columbus as their Police Officer of the Year.
Captain Andrew Quinn was appointed to the Bayonne Police Department in 1999. A graduate of Carteret High School, he continued his education at New Jersey city University. His Bayonne police assignments have included the Patrol Division, the Auto Theft Taks force, the Special Investigative Unit, the Detective Bureau, and the Internal Affairs Unit. He is the recipient of six Excellent Police Service Awards, four Commendations, four Unit Citations, and four Meritorious Police Service Awards. In 2002, Captain Quinn was honored by the Knights of Columbus.
Lieutenant Joseph Styles was appointed to the Bayonne Police Department in 2002. He is a graduate of Bayonne High School and Wagner College, where he received a Bachelor of Arts degree in Sociology. During his time with the department, he has been assigned to the Patrol Division. Lieutenant Styles has received seven Excellent Police Service Awards and two Commendations.
Lieutenant Daniel Murphy was appointed to the Bayonne Police Department in 2013. He is a graduate of Bayonne High School. Before joining the Bayonne Police Department, he spent four years in the Patrol Division with the Hudson County Sheriff’s Office. During his time with the Bayonne Police Department, has served in the Patrol Division, the Detective Bureau, and the Special Investigations Unit. He is the recipient of five Excellent Police Service Awards, one Unit Citation, and one Meritorious Police Service Award.
Lieutenant Drew Raslowsky was appointed to the Bayonne Police Department in 2002. After graduating Bayonne High School, he served honorably for five years in the United States Coast Guard. During his time with the Police Department, he has served in the Patrol Division and the Vice Unit. He is the recipient of four Excellent Police Service Awards, two Commendations, and one Unit Citation.
Lieutenant Timothy Calabrese was appointed to the Bayonne Police Department in 1998. He is a graduate of Hudson Catholic Regional High School and continued his education at Kean University, where he earned a Bachelor of Arts degree in Criminal Justice. During his time with the department, he has been assigned to the Patrol Division, the Community Oriented Policing Unit, and the Planning and Training Division. He is the recipient of four Excellent Police Service Awards.
Lieutenant Sean McCarry was appointed to the Bayonne Police Department in 1997. He is a graduate of Bayonne High Scholl. He earned a Bachelor’s degree in Architecture at the New Jersey Institute of Technology. During his time with the department, he has been assigned to the Patrol Division, the Community Oriented Policing Unit, the Street Crimes Unit, the Auto Theft Division, the Night Detective Bureau, the Property and Evidence Unit, and the Internal Affairs Unit. He is the recipient of seventeen Excellent Police Service Awards, three Commendations, and one Meritorious Police Service Award.
Lieutenant Doaa Salama was appointed to the Bayonne Police Department in 2014. She is a graduate of William Dickinson High School. At Rutgers University, she received a Bachelor of Arts degree in Criminal Justice. During her time with the Bayonne Police Department, she has been assigned to the Patrol Division, where she served as a Field Training Officer and with the Street Crimes Unit. She was also a member of the Mentoring Program. She is a current member of the Bayonne Police Department Honor Guard, and serves as one of the department’s designated Resiliency Program Officers. She is the recipient of thirteen Excellent Police Service Awards, and seven Commendations. She was assigned to the Narcotics Unit (2020-2022), when she and her Unit were awarded a Unit Citation for the arrest of over 250 persons, charged a total of 457 drug offenses, recovered a total of 56 firearms off the streets, and seized nearly $200,000 in drug distribution proceeds.
In 2020 Lt. Salama was recognized by the Hudson County Prosecutor’s Office by Women in Law Enforcement in honor of Women’s History Month. Additionally, in 2022 she was honored by the Knights of Columbus as Police Officer of the Year. Prior to joining the Bayonne Police Department, she served as a Military Police Officer in the United States Army. She was deployed to Afghanistan in support of Operation Enduring Freedom. She also served as a member of the Department of Justice as a Correctional Officer in the Federal Bureau of Prisons. Currently, she serves as the agency’s Gun Violence Intelligence Liaison as part of the Hudson County Gun Violence Reduction Taskforce.
Lieutenant Anthony Pelliccio was appointed to the Bayonne Police Department in 2012. He is a graduate of Bayonne High School. At Seton Hall University, he graduated Magna Cum Laude with a Bachelor of Science degree in Diplomacy and International Relations. During his time with the Bayonne Police Department, he has served in the Patrol Division. He has received three Commendations and three Excellent Police Service Awards. In 2018, he was named Emerald Society Officer of the Year. Prior to joining the Police Department, he served in the U.S. Army from 2003 to 2011, and was deployed to Kosovo and Iraq.
Lieutenant Matthew May was appointed to the Bayonne Police Department in 2014. He is a graduate of St. Peter’s Prep. He continued his education at St. Peter’s University, where he earned a Bachelor’s degree in Economics. He also holds an Associate’s degree in Spanish. During his time with the department, he has served in the Patrol Division and as a Task Force Officer with the Drug Enforcement Agency (DEA). He has received two Commendations, four Excellent Police Service Awards, and one Meritorious Police Service Award. Prior to joining the Police Department, he served in the military as a member of the Special Operations Command. He was awarded the Defense Meritorious Service Medal, the Iraq Campaign Medal with a campaign star, and a Global War on Terrorism Medal, among many more.
Sergeant Kevin Ottino was appointed to the Bayonne Police Department in 2015. He is a graduate of Bayonne High School. He continued his education at St. Peter’s University, where he earned a Bachelor’s degree in Criminal Justice. During his time with the department, he has served in the Patrol Division, the Detective Bureau, and the Juvenile Aid Bureau. He has received two Excellent Police Service Awards.
Sergeant Francis Styles was appointed to the Bayonne Police Department in 2004. He is a graduate of Bayonne High School. During his time with the department, he has served in the Patrol Division, Narcotics, Tech Services, and the Detective Bureau.
Sergeant Joseph Torello was appointed to the Bayonne Police Department in 2015. He is a graduate of Pocono Mountain East High School. He received a Bachelor’s degree in Criminal Justice at New Jersey City University. During his time with the Bayonne Police Department, he has been assigned to the Patrol Division, the Narcotics Unit, and the Detective Bureau. In 2020, he was named Police Officer of the Year.
Sergeant James DeNoble III was appointed to the Bayonne Police Department in 2014. He is a graduate of Bayonne High School. During his time with the Police Department, he has been assigned to the Patrol Division. He has received one Commendation and four Excellent Police Service Awards. Prior to joining the Police Department, he was a Hudson County Sheriff’s Officer.
Sergeant Charles Restivo was appointed to the Bayonne Police Department in 1999. He is a graduate of Bayonne High School. He furthered his education at William Paterson College and Jersey City State College, where he pursued a degree in Business Management. During his time with the Bayonne Police Department, he has served in the Patrol Division, Cops in School, and the Property and Evidence Unit. He has received three Commendations, four Excellent Police Service Awards, and two Meritorious Police Service Awards. In 2011, he was named Police Officer of the Year.
Sergeant Matthew McMonagle was appointed to the Bayonne Police Department in 2018. He is a graduate of Hudson Catholic Regional High School. He furthered his education at Lebanon Valley College, where he pursued a degree in Early Childhood Education. During his time with the department, he has been assigned to the Patrol Division.
