JERSEY CITY — Hudson County’s Board of County Commissioners on Thursday, Oct. 8, 2026, approved a seven-year competitive contract with Hindsight, Inc. to run and administer the county’s management information systems and related telecommunications — a deal totaling $25,593,480.20.

The award was item *11 on the board’s regular-meeting consent agenda. After a motion and second, the board took a roll-call vote on the consent items. Commissioner William O’Dea abstained on item 11 and voted yes on the rest of the consent agenda. Other commissioners recorded on the audible roll — including Chair Anthony L. Romano Jr., Yraida Aponte-Lipski, Robert P. Baselice, Fanny J. Cedeño, Albert J. Cifelli, Caridad Rodriguez, and Celeste Williams — voted yes. The clerk called Commissioner Kenneth Kopacz immediately before O’Dea; this recording does not clearly capture a separate Kopacz response on that roll. The consent agenda, including the Hindsight contract, carried.

Why O’Dea sat out item 11

After the vote, O’Dea explained his abstention on the business of the board (~14:05–14:56 on the meeting video):

“Just on 11, the reason I’ve [abstained] is I didn’t fully [resolve] the issue of a 12% and then 10% increases in the early years. I couldn’t wrap myself around [it]. And the other thing … when we put the proposal out this time, did we ask for 12 employees? We found out that the vendor on their own and at their own expense added employees a couple years ago, but I was curious as to whether we now required that in the request for proposals. … I wasn’t looking [to] make you guys have a 30-minute debate. So I just [abstained].”

What the packet says about price

The county’s draft award resolution and fact sheet (posted with the Oct. 6 materials) list year-by-year prices that total $25,593,480.20:

  • Year 1: $2,833,237.04
  • Year 2: $3,116,560.75
  • Year 3: $3,428,216.82
  • Year 4: $3,771,038.51
  • Years 5–7: $4,148,142.36 each

Those figures step up 10% per year from Year 1 through Year 5, then flatten for Years 6–7. The proposed term runs Oct. 28, 2026, through Oct. 27, 2033.

The county says it used a fair-and-open competitive contracting process under New Jersey’s Local Public Contracts Law (N.J.S.A. 40A:11-4.1). The fact sheet states the county received one responsive proposal from Hindsight, Inc., on July 10, 2026; an evaluation committee scored it and recommended the award. Hindsight “has been providing these services to the County for a number of years and their services have been satisfactory,” the fact sheet says.

On Oct. 14, 2021, the board approved a competitive contract with Hindsight for the same category of work at $11,659,334.00. The new total is more than double that 2021 award; agenda packets do not attach a side-by-side scope comparison.
