JERSEY CITY — Before any senior apartments exist on paper at the Maureen Collier Senior Center, Jersey City’s Municipal Council is scheduled Wednesday night to vote on paperwork with teeth.
Res. 26-631 on the Oct. 7, 2026 regular meeting agenda (item 10.16) would authorize and direct the Jersey City Planning Board to study and prepare an amendment to the Green Villa Redevelopment Plan — the zoning wrapper that has governed the area since January 1984, last amended and restated June 21, 2023 under Ordinance 23-055.

What Res. 26-631 actually does
Under New Jersey’s Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-7(f)), Council may direct the Planning Board to prepare a redevelopment-plan amendment; the Board then transmits a proposed plan back for governing-body adoption.
Res. 26-631 would:
- Direct the Planning Board to prepare an amendment or revision to the Green Villa Redevelopment Plan.
- Require the Board, during that work, to determine whether Chapter 187 (Inclusionary Zoning) applies.
- Require the Board to hold a public hearing on the amendment or revision.
- Require the Board, after completing the work, to transmit the proposed plan to Council for adoption.
The resolution’s vote sheet is blank — agenda item only.
What the city’s fact sheet says about Collier
Attached to Res. 26-631 is a Planning Division fact sheet (project manager Matt Ward, Supervising Planner). It states:
- What: Direct the Planning Board to prepare a Green Villa plan amendment under N.J.S.A. 40A:12A-7(f), including a Chapter 187 applicability determination and a public hearing.
- Focus: “The focus of the amendment will be to redevelop the Collier Center with a new senior center and affordable housing.”
- Who: Impacts seniors of the Collier Center during reconstruction, plus nearby residents and businesses. City Planning received a request from a prospective redeveloper; permission was granted to submit the resolution. Ward writes it is his understanding that Councilman Brooks and Councilman Gilmore have been contacted about a potential redevelopment of the center.
- Why / scope: “Full scope of their requested amendment is unknown at this time. Study will be required.”
Absent from Res. 26-631: unit count, funding stack, developer name, height/parking schedule for Collier, capital-budget line, or a construction calendar.
Mayoral pitch vs. the resolution
Separately from the CivicWeb filing, Mayor James Solomon’s office has framed a vision of 100% senior affordable housing tied to renovating Collier at 335 Bergen Avenue, calling the property not currently zoned for any kind of housing and describing the project as the city’s first 100% senior affordable effort in roughly a decade. The same announcement chain states the exact number of units is yet to be determined because the proposal is “still in its infancy,” and that an Oct. 7 Council vote would reopen Green Villa and start a formal process with seniors who use the center, surrounding residents, and City Planning.
Ward B Councilman Joel Brooks and Ward F Councilman Frank “Educational” Gilmore are quoted in that announcement chain supporting senior housing / a renovated center. City messaging also says the center remains open and programs continue during the process — treat that as a city claim, not an observed construction-management fact.
Hudson TV’s point: the slogan is 100% senior affordable; the governing agenda text is a study authorization with no unit count.
What Green Villa already regulates (adopted plan)
The adopted Green Villa Redevelopment Plan (amended & restated June 21, 2023) sets Zones A/B/C with density and inclusionary rules — including Chapter 187 requirements in Zone B and in Zone C’s Affordable Housing/Transit Development Overlay Bonus path. Bergen Avenue curb-cut design rules appear in Zone B. Res. 26-631 would reopen that plan for amendment around the Collier focus described in the fact sheet; it does not itself rewrite the bulk schedule.
City Senior Affairs lists Maureen Collier Senior Center at 335 Bergen Avenue @ Ege (phone 201-957-5557), one of two city senior centers offering lunch and programming for residents 60+.
