Third Jersey City man charged in Instagram sexual assault case involving three girls, prosecutor says

JERSEY CITY, N.J. — Hudson County Prosecutor Wayne Mello says members of the United States Marshals Service New York/New Jersey Regional Fugitive Task Force on Monday, Oct. 5, 2026, arrested a third male in connection with a Jersey City sexual assault investigation.

Quamel Settle, 20, of Jersey City, is charged with Sexual Assault in violation of N.J.S.A. 2C:14-2c(4), a crime of the second degree, and Endangering the Welfare of a Child in violation of N.J.S.A. 2C:24-4a(1), a crime of the third degree, according to the Hudson County Prosecutor’s Office.

Settle was arrested at a residence on Fulton Avenue in Jersey City and transported to the Hudson County Correctional Facility pending his first court appearance, HCPO said.

Two co-defendants — Desmar Rivers, 27, and Jaquan Robinson, 19, both of Jersey City — were previously arrested on various sex crimes and weapons charges, the release states.

According to the prosecutor’s office, on Sunday, July 5, 2026, the Special Victims Unit was notified by Jersey City Medical Center about a sexual assault involving three female juveniles. The juveniles reported meeting a male on the social media platform Instagram. The male arranged transportation for the juveniles to an apartment on Bergen Avenue where the sex crimes occurred on Friday, July 3, 2026, the release states. During a court-authorized search of the apartment, a handgun, hollow point bullets, and a large capacity magazine were recovered, HCPO said.

Prosecutor Mello credited the arrest to the United States Marshals Service New York/New Jersey Regional Fugitive Task Force with the assistance of the Jersey City Police Department, and the investigation to the Special Victims Unit. The above charges are merely accusations and the defendants are presumed innocent until proven guilty.
