Ribbon Cut On Honorable Frank Guarini Justice Complex In Jersey City

On Saturday, June 6, the honorable Frank J. Guarini, a former Congressman and Hudson County veteran, joined Hudson County Executive Craig Guy, Congresswoman LaMonica McIver (D-10), Congressman Rob Menendez (D-8), as well as other local officials and labor leaders, to cut the ribbon at the opening of the Frank J. Guarini Justice Complex in Jersey City.

“It was an honor to have Congressman Guarini join us, on the 82nd anniversary of D-Day, to cut the ribbon on this building – which was completely constructed by our friends in labor – representing the very best of Hudson County: progress, public service, and partnership,” said Craig Guy, Hudson County Executive.  “Congressman Guarini has dedicated his life to serving his country and lifting up this community, and this project would not have been possible without his generosity.” 

Congressman Guarini reflected on the significance of the project and his continued connection to Jersey City and Hudson County. 

“It is deeply meaningful to see this project completed and opened to the public,” said Congressman Frank J. Guarini. “Hudson County has always been home, and I have always believed in investing in the people and institutions that make this community strong. I hope this Justice Complex will stand as a place of fairness, accessibility, and service for many years to come.” 

Congresswoman McIver said, “One of the most meaningful aspects of this project is the commitment to ensuring minority- and women-owned business participation throughout its development. Hudson County understands that when we create opportunities for these businesses, we strengthen entire communities and expand pathways to economic growth and generational success. The Frank J. Guarini Justice Complex reflects the County’s continued commitment to equity, inclusion, and making sure opportunity reaches every corner of our community.” 

“Projects like the Frank J. Guarini Complex show what Hudson County does best – invest in our communities while creating strong union jobs that support working families,” said Congressman Rob Menendez. “From the very beginning, this project was built by skilled union labor, providing opportunities for hardworking individuals across the trades and continuing Hudson County’s long tradition of standing with organized labor. It is an honor to be present for the opening of this project which will serve our communities for decades to come.” 

Hudson County Board of Commissioner Chairman Anthony Romano emceed the event and recognized the Guarini family for their enduring support and commitment to the community. Carol Maurer, Congressman Guarini’s niece, spoke on behalf of the family.  

“Our family is incredibly proud to see my Uncle Frank’s lifelong dedication to Hudson County recognized in such a meaningful way,” said Carol Maurer, niece of Congressman Guarini. “This building reflects his belief in public service, education, and giving back to the community that shaped him. We are grateful to Hudson County for helping to honor Frank’s legacy with this project.” 

Located at 2 Central Avenue in Jersey City, the state-of-the-art facility represents a major investment in Hudson County’s justice system and public infrastructure. The complex includes modern courtrooms, administrative offices, mediation and hearing rooms, and public spaces designed to improve accessibility, efficiency, transparency, and safety for residents and employees alike. 

The facility stands on land generously donated by Jersey City native and former Congressman Frank J. Guarini, whose longstanding commitment to Hudson County has included significant investment in education, civic institutions, and community development throughout the region. 

Designed to meet the evolving needs of the county, the Honorable Frank J. Guarini Justice Complex serves as a landmark investment in public service and access to justice while further strengthening the civic infrastructure of Jersey City and Hudson County.
