NEW YORK — The Mamdani administration is moving the redevelopment of city-owned 100 Gold Street in Lower Manhattan’s Financial District into its review process, a project expected to deliver on the order of 4,000 mixed-income housing units.
NYC Economic Development Corporation’s project page lists the plan, led by GFP Real Estate, as creating approximately 3,700 new units under the city’s 485-x tax program, with a minimum of 25 percent permanently affordable and no public subsidy required for that affordability share. Public discussion of the project has rounded the scale to about 4,000 units.
The existing Brutalist office building near the Brooklyn Bridge houses City agencies — including the Department of Housing Preservation and Development — and an NYC Aging older adult center run by Hamilton Madison House. After a competitive RFP, NYCEDC selected GFP Real Estate in December 2025 to turn the site into a mixed-income residential building, rebuild an improved older adult center on site, upgrade the surrounding public realm, and generate proceeds to relocate City agencies into modern office space.
GFP is also known for large office-to-residential conversions, including 25 Water Street.
NYCEDC says GFP will conduct site due diligence and environmental review through 2026, with Uniform Land Use Review Procedure (ULURP) certification anticipated in 2027. Project details and updates are posted at edc.nyc/project/100-gold-street.
NYCEDC also says a temporary older adult center will operate nearby during construction so Hamilton Madison House services are not interrupted, with a new purpose-built center returning to the Gold Street site.
